JOB DETAILS:
Reporting to the Human Resource Director, the Human Resources Assistant will provide HR support to the Jhpiego offices for the effective delivery of human resource services and functions. These include providing human resource support in recruitment, performance management, HR administration, and employee relations, ensuring compliance with Tanzanian labour laws and implementing initiatives in accordance with Jhpiego policies.

Responsibilities
Leadership

• Advise and contribute to the design, development, and implementation of sub-grants management
• Oversee the process of selecting sub-grantees for Award, and this will include establishing the selection criteria for sub-grantees and conducting pre-award assessments to determine the responsibility of prospective sub-grantees, and providing feedback to all applicants
• Make determinations of risk profiles of prospective sub-grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.
• In addition to pre-award assessments, the Grants Manager will also be responsible for the following pre-award tasks:
o Ensure sub-grantee meets selection criteria
o Budget analysis and negotiations
o Complete submission of award documents for review and approval by Director of Grants, Contracts and Strategic Partnerships, Finance and Administration (F&A) Director, Chief of Party and/or Country Director, or as specified in the Delegation of Authority (DOA) matrix.
• Advise and contribute to monitoring and evaluation of activities in the context of grants management policies, procedures, and practices
• Ensure sub-grantees follow policies, procedures, and practices consistent with USAID, Jhpiego, and JHU regulations
• Responsible for overall financial and administrative management of sub-grantees, ensuring strict adherence to USG accounting policies and procedures
• Provide technical assistance to staff and grantees on administrative policies and procedures for grants management. Technical assistance on the following topics will be provided in conjunction with the Project Finance and Admin Director:
o Jhpiego grants management policies and procedures
o Policies and procedures for procurement under sub-grants
o Interpretation of donor regulations
o Preparation of solicitations (RFA, RFPs)
o Modifications
o Grantee monitoring
• Work collaboratively with the USAID AFYA YANGU team and headquarters staff to assure proper project and financial reporting, spending, and compliance

Management

• Develop financial systems and procedures for sub-grantees.
• Review, approve and manage sub-grantee budgets
• Coordinate the monthly reporting process when each grantee project submits requests for reimbursements and reports financial status, monitoring and evaluation data, and a narrative progress report.
• Review monthly financial reports and ensure that expenses are in accordance with the terms of the agreement and USAID, Jhpiego, and JHU rules and regulations
• Ensure that sub-grantees properly safeguard funds
• Process sub-grantee invoices upon approval
• Train sub-grantee staff on USAID, Jhpiego, and JHU financial reporting and accounting procedures. Identify training and other management and administrative support needs for sub-grantees
• Contribute to the annual work planning process for USAID AFYA YANGU
• Supervise grants officer(s)

Required Qualifications
• A Bachelor’s degree or equivalent with six to seven years of relevant experience, a Master’s Degree will be an added advantage.
• Minimum of 5 to 6 years of experience in grants design, accounting, and/or sub-grant management on large donor-funded international projects
• Demonstrated expertise with USAID cost principles, reporting requirements, financial regulations, and management systems
• Demonstrated experience managing the implementation of public health projects of over USD 1m per year in developing countries, with emphasis on RMNCAH
• Advanced skills in [Excel and QuickBooks]
• Proficiency in word processing and Microsoft Office
• Experience in developing replicable and sustainable projects in Tanzania
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
• Fluent in written and spoken English and Kiswahili
• Excellent facilitation, oral and written communications skills
• Ability to travel nationally and internationally
