Job Description

Background

The overall focus for UNDP (United Nations Development Programme) Tanzania is to support the Government of Tanzania to improve the lives of the people through strategic programmatic areas of Inclusive Democratic Governance, Inclusive Economic Growth and Sustainable Livelihoods and Environment Sustainability, Climate Change and Resilience.

UNDP and the European Union have recently signed a Contribution Agreement to support the Government of Tanzania through the Ministry of Energy and collaborating partners to achieve the overall objective of ensuring access to affordable, reliable, sustainable, and modern energy for all in Tanzania. The project will fast track implementation of key Energy Efficiency actions and prepare a comprehensive Energy Efficiency Action Plan (EEAP), which will be integrated with the Tanzania Energy Efficiency Strategy (TEES) in support of the National Energy Policy and strategic goals set by the Tanzania National Development Vision 2025. In addition to EEAP, other key actions under this project are included.

  •  Development of Minimum Energy Performance Standards (MEPS) and Labelling;
  •  Development and implementation of a framework for energy performance certification in large buildings;
  •  Enhancement of Energy Consumption Data of Large Energy Consumers;
  •  Development and implementation of a framework for the management of large energy consumers;
  •  Development of professional qualifications and skills in Energy Management and Audit;
  •  Creation of Energy Efficiency Awareness of the Public;
  •  Strengthening of coordination on EEAP implementation.

The project is expected to help the country in strengthening Legal, Regulatory, Institutional framework, and administrative actions to support implementation and introduction of Energy Efficiency actions; help large energy consumers and general users to identify and implement quantifiable investments in Energy Efficiency; help in capacity and skills development, jobs creation and increase employability in the Energy Efficiency and Renewable Energy services and technology sector, particularly for women and youth; and increase public awareness, access to information, stakeholder dialogue and visibility of financial, economic, and societal benefits of Energy Efficiency and Renewable Energy.

The National Energy Efficiency Expert will support the implementation of the project in general and advice on the best opportunities for delivering projects’ outcomes. Specifically, the Expert will coordinate the development and implementation of the Minimum Energy Performance Standards (MEPS) and Labelling. The Expert will work with the Tanzania Bureau of Standards (TBS).

Duties and Responsibilities

The National Energy Efficiency Expert will be responsible for delivering the following tasks:

  •  Define and implement new regulations for Minimum Energy Performance Standards (MEPS) and label classifications of selected energy consuming products. Assessment of MEPS already entered into force in developed countries, neighbouring countries and Regional programs on Standards (African Union/East Africa and SADC).
    •  Assessment local manufacturing production of the selected products; in particular, technological, and financial resources and the time needed for updating local production lines to be in line with standards already introduced in other countries should be duly taken into consideration;
    •  Financial and technical assessment on the opportunity of increasing minimum energy performance requirements over time;
    •  Proposal of a clear time path for the implementation of the MEPS system (testing laboratory, monitoring and control system, updating local production lines, etc.);
    •  Assessment of possible incentives/tax credit for local manufacturers (in particular to go further the standards) to guarantee product affordability;
    •  Support the adoption and enactment of a national Energy Efficiency labelling system if applicable and/or the acceptance of existing labels in imported products and appliances if applicable.
  •  Define processes and procedures to monitor, revise and update MEPS regulation and develop a periodic market study on the performances of the products available in the market;
    •  Design the MEPS, adopt policy, Labelling Regulatory Framework and realization of a final consultative workshop;
    •  Identify incentives, financial and fiscal supportive framework in favour of local manufacturers and end users;
    •  Organize a national and public workshop to present and discuss MEPS policy framework and labelling proposed and next activities of Action.
  •  Define the testing procedures at TBS for new selected energy consuming products and provide technical advice for the procurement of new testing facilities at TBS and development of new testing capabilities of TBS, MOE, TIRDO, DIT and Ministry of Industry and Trade personnel and implement verification and enforcement systems.
    •  Design and adopt of a policy support and framework: regulatory, financial, fiscal supportive framework and incentives;
    •  Learning and replication, including technical advice for the procurement of possible new testing facilities and implementation of capacity building activities.
  •  Develop and implement monitoring, verification, and enforcement scheme
  •  Provide technical backstopping to experts, consultants and supervise their delivery in line with their contractual agreements and ToRs; ensuring that payments are made accordingly.
    •  Identify, in a timely manner any problems, needs and opportunities, alert PCU and PMU, undertake appropriate actions within hers/his mandate and possibility, and propose measures to be undertaken at project level.
  •  Organizing and facilitating meetings, in person, online conference calls and delivering capacity building and knowledge development for effective result deliveries under biannual/annual program plans.
  •  Prepare and regularly update the Work plan related to the project component and submit it to the project board for approval and Maintaining effective project reporting and communication internally and externally inline.
    •  Monitors project’s progress, measure performance and budget, and prepares progress reports.

Institutional Arrangement

The Expert will be embedded within the Tanzania Bureau of Standards (TBS) and will report to the Project Manager and the UNDP Project Focal Point. The Expert will work closely with the rest of the experts and relevant institutions.

Required Skills and Experience

Education:

  •  A Master’s degree in project management, M&E, energy planning, or related disciplines including environmental management is required. OR A Bachelor’s degree in project management, M&E, energy planning, or related disciplines including environmental management is required.

Experience

  •  Minimum of 0 years (Masters) or 2 years (Bachelor degree) of professional experience in energy-related programmes, project management, monitoring, implementation and evaluation is require;
  •  Good knowledge of the programming cycle (planning, monitoring, reporting and evaluation);
  •  Political awareness and understanding of socio-economic factors;
  •  Good knowledge of PC software (including a word processor, spreadsheet and presentation software) such as Microsoft Office;
  •  Research and analytical skills;
  •  Knowledge of methods and techniques for designing and assessing the quality and efficiency of process execution;
  •  Ability to interpret and work within applicable rules, regulations, policies and procedures;
  •  Ability to maintain effective working relationships with key stakeholders;
  •  Demonstrated ability to conduct detailed technical and quantitative analysis;
  •  Strong technical writing and verbal communication skills;
  •  Extensive experience in using Microsoft office applications;
  •  Experience working with UNDP will be an added advantage;

Language Requirement:

  •  Excellent command of English and Swahili is a requirement.

Travel:
