The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). GP-URL covers a wide Range: (i) developing green, inclusive and resilient cities; (ii) enhancing urban and rural development through supporting and managing the urban-rural transition, assisting local development through developing land tenure, management and information systems; and (iii) assisting in disaster risk management through issues of risk assessment, risk reduction (including flood management, urban drainage, coastal management, and retrofitting of infrastructure), disaster preparedness (including hydromet services, early warning systems, and civil defense), risk financing (including Development Policy Loan with Catastrophe Deferred Draw-Down Option CAT-DDO), and resilient reconstruction (including post-disaster damage and loss assessment).


Urbanization in Sub-Saharan Africa is occurring at an unprecedented pace. The share of Africans living in urban areas is projected to grow from 38 percent in 2016 to almost 60 percent by 2040, translating to an additional 40,000 new urban citizens every day until 2040. The region’s urbanization rate, one of the highest in the world, can lead to economic growth, transformation and poverty. However, many cities in Africa still have not fully captured the benefits of urbanization and poorly managed urbanization has exacerbated existing infrastructure challenges, resulting in increased inequality, urban poverty, proliferation of informal settlements and vulnerability to hazards. Adverse natural events present a serious obstacle for achieving sustainable social and economic development, particularly in vulnerable regions as Sub-Saharan Africa. Disasters affect the poor most severely; unplanned human settlements, unsafe building practices, high population densities, economic growth, and accumulations of assets in risk prone areas has dramatically increased exposure to hazards and increased disaster loss. Climate changed has the potential to significantly worsen the situation.

To this end, the Africa Urban and Disaster Risk Management Unit (SAEU2), brings together a wide range of important and interrelated development and financing instruments to support national and sub-national clients to: harness urbanization and enable effective land management in support of both growth and poverty reduction; foster social inclusion of marginalized groups; support the responsiveness and fiscal, financial, and management capacities of local governments – cities, municipalities, and rural districts – to deliver local infrastructure and decentralized services; strengthen resilience and disaster risk management related to natural disasters; reduce conflict and violence; scale-up access to finance for sub-national governments; and reduce the carbon footprint of cities.


The United Republic of Tanzania (URT) is one of the fastest urbanizing countries in Africa. Tanzania’s 2012 population of 44.9 million is projected to reach 75 million by 2030 and 110 million by 2050. Tanzania is also among the most flood affected countries in East Africa. City governments across the country are underprepared to meet the challenges of urbanization including the increased vulnerability to climate related hazards. Tanzanian towns and cities have undergone a massive spatial expansion. In Dar es Salaam, an estimated 70-80 percent of residents live in unplanned settlements; in Mwanza, it is estimated that 81 percent of households in hazard-prone areas are also in the low-income population bracket. These areas are typically characterized by limited access to adequate municipal services (water, sanitation, solid waste, electricity) and associated infrastructure (notably drainage), and together these contribute to a deterioration of environmental conditions while suffering from its consequences, including major health risks, particularly at times of flooding.

In Tanzania, the World Bank has long-standing support for the urban sector. For over a decade the Bank has supported urban infrastructure, basic service delivery, and institutional strengthening. The current portfolio amounts to approximately US$1 billion in investments and analytical work in Mainland Tanzania and Zanzibar, as well as a number of Trust Funded programs.

The Africa Urban and DRM Unit would like to engage a versatile Municipal Engineer with experience in infrastructure. The selected candidate will be expected to play a dual role as technical specialist covering urban and DRM issues and will bring strong civil/municipal engineering skills and experience. The selected candidate will help support management in the development of coherent interventions to be supported by the Bank. Effective program supervision and implementation will be the primary focus areas of the job. The main focus will be the Tanzania portfolio, although the responsibilities may include other countries in the region.

Duties & Accountabilities:

The selected candidate will be based in Dar es Salaam, Tanzania and is expected to perform the following duties:

  •  Support the operational aspects of the preparation, appraisal, and negotiations of Urban/DRM lending operations, including Sector Investment Projects and Technical Assistance activities in the portfolio.
  •  Support project supervision for the Urban/DRM investment operation, including reviewing Terms of Reference (TORs), specifications and bidding documents, and participate in supervision mission and the preparation of internal report documentation – with a particular emphasis on the engineering aspects.
  •  Contribute to the overall strategic program development within the Africa Urban and DRM programs
  •  Respond to information requests from internal and external parties and provide input and/or prepare diverse operational products/outputs as needed.
  •  Support the projects team’s communication with client counterparts including: (a) drafting and filing correspondence with clients; and (b) planning and organizing missions.
  •  Support mission preparation and monitoring documents including (a) mission statement; (b) Aide memoires; (c) Back to Office reports; and (d) Implementation Status and Completion Reports
  •  Travel across local government agencies (LGAs) to supervise quality of infrastructure sub-project implementation and provide advice and recommendations.
  •  Provide guidance to government counterparts at all levels regarding contract management for infrastructure works.
  •  Advise government counterpart and Bank team on matters related to infrastructure quality at LGA level, supervise the work of consultants and technical specialists to ensure consistency and conformity to Bank standards; evaluate studies and sector-related project documentation.
  •  Coordinate closely with Bank teams across different GPs and the Country Management Unit (CMU) as well as with Development Partners investments and contract administration to support the program described above.

Selection Criteria

  •  Advanced degree (PhD or Master’s) in engineering
  •  At least 5 years of specific professional experience in one or more of infrastructure sectors, including transport, urban development or water with substantial experience with operations and maintenance, infrastructure work, and contract management
  •  Demonstrates strong integrative thinking and ability to support project teams in developing of an integrated point of view around development challenge
  •  Possesses political judgment, diplomatic acumen, and negotiating skills.
  •  Applies cross-country development knowledge to discussions with clients and development partners.
  •  Anticipates needs and requests in the field and develop/offer relevant tools to clients.
  •  Conducts independent policy discussions with representatives of the government and non-government partners on selected policy issues. Leads task teams, participate in formal negotiations, and assist government in establishing priorities
  •  Understands policy making process and the role of own sector of expertise in that process.
  •  Demonstrates a foundational familiarity with the urban policies, strategies, local government and institutions relevant to the project or analytical work.
  •  Demonstrates a foundational knowledge of urban services delivery and applies it to urban services delivery knowledge to operations and analytical work.Knows current state-of-the-art work on Urban Services Delivery and brings it to bear on assignments.
  •  Experience and understanding of the World Bank’s operations and full range of Bank products and services, and up-to-date knowledge of the Bank’s operational policies and processes is desirable.
  •  Proven track record in Bank operations or other IFI funded operations is a bonus.
  •  Tailors communication style to meet audience needs and deliver information effectively in support of team or workgroup.
  •  Leverage all information available in support of team or workgroup.
  •  Has excellent analytical writing ability
  •  Fluency in English (spoken and written) is required.
