Description
Leads the field implementation of program monitoring, evaluation, research, learning and adaptation, and knowledge management activities in sites supported by the MOMENTUM Integrated Health Resilience (MIHR) project. Collaborates with other project team members to leverage their expertise and develop and implement data collection tools, work plans, budgets and communication plans focused on lessons learned. Oversees data management processes at project and site levels, ensuring that high quality data is reported in DHIS2 on time. The MEL Officer analyzes data and provides MEL-related technical support to field-based project and facility staff, helping them to understand and use data effectively.

• Implementing monitoring and evaluation plans Implements monitoring and evaluation plans that outline the key performance indicators and metrics to be used to measure the success of the project. 25%
• Managing the health information management system Develops and manages various tools for data collection and reporting/storage, such as KoboToolbox and DHIS2. In addition, analyzes program data, and ensures that accurate, complete, and up to date data is reported in information management systems timely. 15%
• Collecting and analyzing data Collects and analyzes data from various sources, including surveys, client interviews, and routine program data, to assess project performance, quality of services, and identify areas for improvement. 20%
• Supporting project implementation and adaptive learning/ management
o Provides support to project implementation teams, facility-based health care providers, and community health workers by providing guidance on data collection, analysis, and reporting, and by identifying areas where changes or improvements are needed. This also includes supporting data use at site and project levels for adaptive learning/management. 10%
• Ensuring compliance
o Ensures that the MIHR project complies with relevant monitoring and evaluation policies and standards, including those set by donor or regulatory bodies. 5%
• Project reporting and documentation Collaborates with the MIHR project team to prepare quarterly project reports, document project achievements in form of success stories, case studies, technical briefs, and abstracts, and disseminate project results to stakeholders. 15%
• Training design, development, and delivery Conducts learning sessions, provides regular coaching and support to field teams during the action period for implementing and testing changes. Adapts training materials and tools. 10%

• Country Specific Public Health System: Foundational knowledge of the public health system in Tanzania.
• Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges faced in the developing world, and related measurement issues.
• Monitoring and Evaluation Frameworks: A good understanding of monitoring and evaluation frameworks, including program logic models, theory of change, results frameworks, and other relevant models.
• Data Collection and Analysis: Experience in designing and implementing data collection methods and tools, as well as the ability to analyze and interpret data using statistical software, including Microsoft Excel, SPSS, STATA, and other relevant tools.
• Project Planning and Management: Foundational skills in project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.

• Languages: Proven writing and speaking skills using local languages and English language
• Software Applications: Foundational knowledge of MS Excel, PowerPoint, Word and Outlook.

• Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices

Confidentiality: Ability to maintain confidentiality on work-related matters

Minimally Required Education and Work Experience:
Bachelor’s degree in monitoring and evaluation, statistics, economics, data science, computer science, or a related field; or a combination of education and experience that yields the required competencies.

At least five (5) years related experience, including monitoring and evaluation, research, and public health. Experience in the development and monitoring of health service protocols, training programs, and monitoring quality in resource-limited environments is an added advantage.
Prefer: Experience with the use of statistical software and advanced Microsoft Excel for data analysis.
Prefer: Experience with family planning, reproductive health, and maternal, newborn, and child health projects.
Prefer: Experience with USG funded projects
